What does a Dutch mobile number look like?

Dutch mobiles are 06 followed by eight digits, for example 06 12345678, or +31 6 12345678 from abroad. The 097 range is set aside for machine and automated uses, so it does not look like a personal number to a service that checks. The plan is set by the ministry; ACM, the regulator, assigns the numbers.

Is there SIM registration in the Netherlands?

No. In 2019 the minister of justice rejected a registration duty for prepaid SIM cards, after a 2017 assessment found no significant benefit for investigations. We found no later change. Dutch operators still ask for details for subscriptions.

Can DigiD send its SMS code to a rented number?

DigiD sends SMS codes abroad depending on your provider, does not send them to the Philippines, Qatar, Saudi Arabia, the United Arab Emirates or Vietnam, and only lets you add the SMS check if you already have an activated DigiD app. Your DigiD is a long-term government account: keep it on a number you own, or on the app. A rental is better suited to shops, rentals, classifieds and services you use for a season.

Who rents a Dutch number?

Students and workers arriving before their own plan starts, Dutch residents who keep their personal 06 number away from marketplaces, and companies checking that their SMS reach Dutch networks. With three operators sharing most of the market and MVNOs holding a fifth of it, a test on one Dutch number does not tell you how every network behaves.
